„Anfang des Jahres 1998 erstellten alle Mitgliedstaaten der Europäischen Union einen Entwurf für nationale Kataloge zu Beschäftigungsmaßnahmen, um damit das wichtigste Thema der Innenpolitik der Europäischen Union anzuschneiden. Ein vereintes Europa darf nicht nur für die Annehmlichkeiten, Geld und die Reichen offen sein, es muss sich auch für die Arbeitskraft der Zukunft öffnen, die in einem erweiterten Europa neue Technologien verwenden und viel mehr in ,vernetzten Firmen` und ,virtuellen Teams` organisiert sein wird als in traditionellen Arbeitsvorgängen und -orten ... Der vorliegende W.I.S.E.-Report Nr. 1 mit dem Titel Work and Employment in the Information Society stellt das Resultat eines EU-Projektes „The European Charta for Telework“ (DIPLOMAT) dar.

Early in 1998 all Member States of the European Union drafted National Activity Programmes for Employment, to address that most crucial issue for the internal politics of the Union. There must be a solution to the problems of unemployment. A unified Europe must be open not only for commodities, money and for the rich. It must also to be open for the labour force of the future that will be working in a wider Europe, using new technologies, and will be organised much more in ,networked companies` and ,virtual teams` than in traditional operations and locations.

,THE W.I.S.E. FORUM – An International Forum on Work, Information Society and Employment` facilitates the formation of a socially balanced, economically viable, and ecologically sustainable Information Society. It will contribute to informed debate, mediating between representatives of all EU Member States and other regions, from Governments and Public Adminstrations, Trade Unions and Employer s Organisations, and Politicians and Administrators in European Institutions. All these categories are represented among the more than 600 influential Signatories to the European Charter for Telework.
